Taxi Training, assessing and testing

From the end of December 2016 the DVSA stopped all taxi testing assessments for Hackney and Private Hire vehicles. This decision caused a lot waves within many local authorities with taxi drivers and councils not always knowing who to turn to and how to receive assistance.

There are several options available to candidates and local authorities and at Fleet Driving Solutions we pride ourselves in offering a clear bespoke service to all those requiring taxi training, assessing and testing.

Our Trainers

All our trainers and assessors are fully qualified ADIs (Approved Driving Instructors) who must comply with regular standard checks and are monitored by the Governing body the DVSA (The Driver and Vehicle Standards Agency). Only current and approved instructors can take payment in lieu of taxi training or assessing. All our assessors have knowledge of advanced driver training, with many trainers holding additional fleet, assessor and advanced driver qualifications.

The different types of assessment

When applying for a private hire or taxi licence, many local authorities require a practical assessment to be passed in order to gain or as part of the application process.

Please bear in mind each local authority will have different licensing application criteria including general and local knowledge questions, DBS and medical checks, college courses, heath and safety training etc. Always check with your licensing authority first to ensure you have booked the correct assessment for you and your requirements, and that your authority will accept the assessment you have chosen to take. If in doubt, please do not hesitate to call or email us for guidance.


In the first instance it is advisable to look at taking a coaching session to assess your driving. Your nominated trainer will guide you in the general requirements of taxi and private hire assessments, helping you to brush up on your road knowledge and any bad habits you may have picked up along the way. This is a non-judgmental environment for one hour to evaluate your driving in preparation for the official assessment or test.

At the end of the training you will receive an overview of your driving in a report format. There is no pass or fail, only guidelines for improvement.

Occupational Assessment

Fleet Driving Solutions official occupational driving assessment, works along a similar framework to the DVSA Taxi and Private Hire assessment. This is a 40-45 minute assessment with no more than 9 driving faults needed in order to gain a pass. Assessors will cover a variety of roads and situations including a manoeuvre and where appropriate the emergency stop exercise. You will also be asked to pull over several times as if picking up or dropping off passengers and an element of independent driving will be expected i.e. following road signs and directions.

For some Local Authorities there may be a requirement to answer one or two Highway Code questions relevant to the profession. We have incorporated these requirements in to all of our assessments in order to comply with most licensing applications.

At the end of the training you will receive an official occupational report with a pass or fail result.

Diamond taxi and private hire testing

Some local authorities will stipulate that part of the taxi or private hire licence application requires an advanced test. At Fleet Driving Solutions we have qualified Diamond examiners who are affiliated with the DIA (Driving Instructors Association) to give official Diamond training and testing. Diamond examiners are highly experienced ADIs who have themselves, completed the Diamond elite test, the Diamond examiner’s course and have or are working towards the Diploma in Driver Education.

The Diamond advanced taxi and private hire test will be conducted local to you and you will receive a pass certification if you make no more than 6 driving faults with no serious of dangerous faults. The test will take in a variety of roads including, motorways or dual carriageways, rural and town driving, 2 manoeuvres and a possible emergency stop. The test lasts 60 minutes

For all training, assessments and tests you will be required to have:

  • A full and current driving licence
  • Pass the standard eyesight test
  • Have a roadworthy, insured and legal car suitable for the purposes of training or test
